By 2010, pro-poor participatory decentralisation policies and mechanisms in place with public and private institutions adhering to the rule of law and international instruments

Baseline:
1a.Law 32 of 2004 should be further defined by sectoral regulations and division of authorities, incentive structure for local governance structure still weak.

2.Participatory process limited to planning process - public participation in implementation, monitoring and evaluation process still weak, not structured
3.Ranked 133rd in World Bank, TAF, UNODC and UNDP surveys
